I have taken admission in general UG College and they took character certificate. BCECE called us for counseling and they mentioned that character certificate is mandatory in counseling and my rank is not that good so i can't left College either .can i attend counseling without certificate?

you can write an application to the HOB of your department that you need those certificates for some serious work and you can collect them and then you can go and use them for counselling.
Your rank or mark is not upto the level that is okay. That is not a big issue and you shouldn't leave it either. Try to collect the documents if you can. if you can't then you have to leave the counselling as you can't attend it without documents.
Give a try if you can and try to do as far as you can. Rest leave it and focus on your studies too. They will get lapse if you are devoted to this side which will lead to back paper and that will be another issue.
So if you can manage both sides and can handle it then only go for it else just focus on your studies and leave others.
