What you heard is exactly true. Inorder to get a free seat the student must have secured a rank less than 10000 in the ts eamcet exam and his guardians income should be less than 1 lakh per annum in case of OC and OBC caste people and less than 2 lakh per annum in case of SC,ST people.
So, if the student has a income certificate or white ration card and his/her rank is less than 10000 then they will get full fee reimbersment(free seat) and incase the students rank is above 10000 then Rs 35000 will be exempted from thete tuiton fees.
