I m not able to understand what to do now my 12% is 91%. I have given neet but marks are less so what should I do now

First of all, congratulations for your result of class 12th. Don't worry about NEET, it is completely ok to not clear it in the first attempt. Now look , you have two options

If you highly devoted towards NEET , and really want to clear it , then you may take a drop for neet and prepare it for the whole year and by seeing your percentage in class12th i feel like you will clear it out.

Otherwise you can go for your graduation, either  from a government college like delhi university or a private college depending on your wish. Graduation can be in any subject of your choice, ba bsc or honors or if you want to change your field at all you can also do that. So the choice is yours. Think about it calmly and then take the decision. Imagine where you want to see  yourself after 10 years and you will get your answer.
