I pass biology in private mode from up board as additional subject after passing 12th in PCM. Is I am eligible for counselling in 2019

Dear Aspirant,
If you don't clear the 10+2 with PCB then I think you are not eligible for counseling because just by doing biology from private mode will not make you eligible for NEET UG counseling. You have to have PCB in your 10+2 for that.
