The domicile criteria for up is than the person should be a resident of up and should have stayed atleast three years there.Also if parents of a person is in government job of up,he/she may get some relaxation for the domicile certificate.
So you can apply by up domicile but you would have to get it made by the time of counselling as it requires signature from dm according to me.So if you can get the domicile made by that time you can surely apply in up.
