Hello,
As per your requirement, i would say that as you already habe contacted them and they have said you the process, so try to contact the authority of your college and ask them to provide a class 11 certificate.
If still its its not solve contact mcc board and say them that nios are eligible for neet from 2019 and you can't get a certificate of class 11.
