I scored 114 marks in neet and 42.8 percntile can i apply for neet counseling. I belong to obc. Min 40 prnctile required for obc.

Surely, you can apply for the counselling procedure in NEET with the achieved marks, but I am afraid,
A score of 114 is far too less for any category to bag a seat in any of the Govt. Medical College for the UG Course of MBBS or BDS.
You can apply for the Private colleges to try out your luck but it's very rare that they take in students with a rank above 4 lakhs even through Management Quota.
Meanwhile, you can try to see if this score does entitle you a seat or not through :
