Hello dear,yes you will get that college which has a closing rank of 6400 in obc.So don't worry and pray for the best.Whenever a candidate belongs to a reserved category, he is allotted seat on the basis of his category rank.The condition is that you should have a valid caste certificate both central and state.By,validity i mean that it should be not older than 6 months from counselling date.
