I scored 316 in neet 2019 and I belong to unreserved category. Will I get chance for any course in a government college in Assam?

As per your said marks and as per the last year cutoff trend you have almost no chance of getting government medical college in assam.
Last year cutoff trend for general category was aroumd to 420+ closing marks for the government medical college under the state quota benefit. And you have much less marks than that.
