i scored 376 in NEET 2019, all india rank is 154364 and SC category rank is 10395 . can i secure a seat in Government college ?

As you know the competition in todays world is very high . Generally the cutoff for government college , is above 400 for any course with a category. So you at least need more that 400 to get a seat for BDS or BAMS . MBbs needs more than 500 marks .
So you must not hope a government college with this score even with a category. Still i hope the best for you .

If I consider the previous year data.then your chances of getting admission in a government medical college are good.ifyou have domicile of any state then your chances of getting admision in any government medical college of that state increases effectively

The cutoff changes almost every year,so not much can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
