I scored 534 marks in neet.Air rank 31,041 and I am OBC.I am doubtful for applying for all india quota.Can you give me a suggestion?

Well dear your NEET score is 534,and your rank in all India is 31,041.But,you also said you come under OBC and the rank will be lesser in the OBC category,and during counselling they consider your OBC rank,so you have good chances of getting a seat through your category rank.
Yes,you may apply for all India Quota,there is no harm in doing that.
