Dear Aspirant, 48 percentile is not gonna get you any Govt. college neither a CSE seat. But you have still attempts left, so be calm and try to figure out a strategy which would help you improve. Do a self analysis of which portion of syllabus is not done properly, which needs more attention...,also try to analyze what went wrong and where there is scope of improvement. Also start preparing for your state entrance exam. Getting a percentile near 90 is not that tough (not that easy also). But if you've done your syllabus well then there are chances. There are easy topics in each subject try to fetch marks with those. Identify strengths and weaknesses , plan accordingly...

Hi Aspirant,
Hope you are doing great as per the question asked by you i would recommend you to please re attempt the J.E.E mains. You should try to secure a decent percentile because with 48 percentile you will not be able to get any government college. For getting a decent government college you should try to secure more than 90 percentile as competition is very tough in JEE.
Hope you found this answer useful.Stay motivated stay positive.
All the best!
