Yes, under AICTE guidelines, colleges generally cannot force students to pay fees for all 4 years if they discontinue after the first year. They are usually allowed to charge only the applicable fee up to the period studied, depending on the rules and whether the seat gets filled later.
AICTE has also stated that institutions should not retain original documents or demand fees for subsequent years from students cancelling admission.
If a college is pressuring you for remaining-year fees, you can:
