Yes, you will still be considered a local candidate of Andhra Pradesh for AP EAPCET and other state-level admissions if you studied from Class 1 to 10 in Andhra Pradesh , even though you completed your 11th and 12th in Mumbai.
According to Andhra Pradesh State Council of Higher Education (APSCHE) rules:
A candidate is considered local to Andhra Pradesh if:

They have studied for a minimum of 4 consecutive academic years ending with the qualifying examination (Class 10 in your case) in Andhra Pradesh.
Since you completed Class 1 to 10 in AP , you satisfy the local status requirement.

As per the guidelines followed in AP EAPCET counselling, a candidate is considered a local candidate of Andhra Pradesh under the following conditions:
If the candidate has studied for a minimum of four consecutive academic years in Andhra Pradesh immediately preceding the qualifying examination (Class 12), they will be treated as a local candidate.
OR
If the candidate has studied for at least seven years cumulatively in Andhra Pradesh during their schooling from Class 1 to 12, they are also eligible to claim local status.
