As you are residing in Andhra Pradesh so you must be considered as citizen of Andhra Pradesh and if you possess domicile of Andhra Pradesh and your parents are residing in Andhra Pradesh since last 12 years then you will be considered as local citizen of Andhra Pradesh.

As you mentioned, you are resident of AP which means AP is your residential state and you are local or native resident of AP.

in counselling process, AP is your home state. if you apply for any other state then it will be done under open category.
