ii.. NEET counselling requires the domicile certificate if you want to claim the seats under the state quota. Moreover, the categorised seats also require the domicile certificate and caste certificate.
If you secure seat under all india quota you will not be required to produce a domicile certificate..
NEET counseling is an elaborate process and requires production of domicile certificate if only u want to claim seats under state category (I.e. NEET2016 85% of seats were reserved for students having domicile in Tamil nadu and rest 15% were under claim of students from different states under all India quota ) .Also other certificates like caste certificate for category claiming students , income certificate etc has to be produced ..

National Eligibility cum Entrance Test is a medical examination for admissions to MBBS/ BDS courses after class 12. NEET is conducted under the guidance of CBSE. Nearly, 12 lakh candidates compete for approximately 56,000 seats for medical and dental programs.
Talking regarding your query, Yes, you must have to produce the domicile certificate if want to seek admission through the state quota under state counselling.

For All India Quota, you will not be required to have domicile.

Through NEET, you can either secure admissions to Government medical and dental colleges under 15% All India Quota or 85% State Quota depending on the states you are eligible for. You will also be eligible for admissions to 100% seats in Deemed and Central Universities (under Institutional/Management/NRI quota)
Please note that if you secure a seat under All India Quota, you will not be required to produce a domicile certificate. The documents you will be required to produce when you appear for counselling at your allotted college through All India Quota are:
- NEET 2017 Admit Card
- NEET 2017 Rank Letter
- Date of birth proof
- Class 10 certificate
- Class 12 certificate
- Class 12 marksheet
- Eight passport size photographs
- Provisional allotment letter
- Proof of identity
The same documents will be needed for admissions to Deemed and Central Universities.
Now when it comes to the 85% state quota seats, the documents you will be required to produce will vary from state to state. While a domicile certificate/certificate of nativity is a must in all states, the criteria which defines a domicile candidate in each state varies. If you could specify the state you are targetting for admissions under 85% State Quota, I can let you know the domicile criteria and the documents you need to produce for the same.

NEET is the entrance exam for admission to state colleges - 70% seats are reserved as state residents and the other 30% come under all India quota.
To be eligible for application to these 70% seats, you need to produce domicile certificate, claiming that you belong to that respective state and +2 education from the state you wish to seek admission in.
So to answer your question, yes you need a domicile certificate.
