IGNOU (Indira Gandhi National Open University) is one of the best open universities,but you need to attend the practicals sessions. For further details you can check the official website :

Another option is Annamalai University Directorate of Distance Education .
www.annamalaiuniversity.ac.in
These are best but are tough .If you are living in AP you can pursue your degree in Andhra University , Visakhapatnam.
