I want to know if someone who hasnt studied 11 and 12 seriously and thus doesnt know much about the topics covered in every subjects(PCM) then is it good to take a year drop preapare for the topics or is it possible to go in college and then cover the topics without messing up the college study.

This is a really good question and to be very frank, its you who will be the best judge. Let me however, share some insights that might help you to make this decision.
Firstly, it is okay not to have a very good grip over the +2 subjects provided you are very clear what you want to do in life.
For Example: If you see yourself as a software developer, will your knowledge in PCM be really that helpful? No, right? You need to develop your coding skills and logic and you're good to go.
Also, most companies nowadays really aren't bothered to which college you belong from till you are skillful.
Again, if you are aiming for Core Industries, then college status do matter somewhat as lower tier colleges often do not have the infrastructure resulting in not many Core companies visiting the campus.
Also, if you're someone who doesn't really have a clear goal as to what you want to do in future, then enrolling to a better tier college do play a significant role.
All these being said, its now entirely up to you what you would like to do.
