I assume that you completed your Class 12 in 2018. Since, the minimum eligibility criteria in terms of educational qualification is a pass out certificate of Class 12, you are eligible to appear for NEET in 2019. Also the eligibility terms of NEET, clearly mentions that those candidates are also eligible who have failed in either Class 11 or 12 in classroom mode in a regular school but reappeared and cleared the exam from their school board, or in case the school issued Class 11 or Class 12 mark sheet as failed but the candidates appeared from the recognized board as private candidate and passed.

Further, if you are a general category candidate you should at least secure 50 per cent marks at your class XII level for NEET eligibility. In terms of age, you must be born on or before January 1, 2003 to be eligible for NEET 2019 and onwards.

No, you are not eligibile for NEET 2019. You have to complete your 11th from a recongnized board in order to seat for NEET. You have to study PCB in 11th & 12th to be eligibile for NEET.
