Thanks for the question.

If you have your birth certificate with you, it means you are eligible for counselling through maharashtra state quota.

It will not be possible for you to be eligible for rajasthan as you have not done your high school from rajasthan.

Its mandatory for a candidate to do 10th and 12th to become eligible for a state quota.
