Yes you can but to clear GATE exam in need a lot of preparation and chemical engineering and if you able to crack the exam in chemical engineering then no one can stop you and taking admission in chemical engineering for MTech in any IIT so irrespective of your graduation degree you can appear for any stream in get and do Masters in that stream provided that you made the cutoff for GATE.
It's really a surprise to see you completing PG from ece but want to do mtech in chemical Engineering
