Technically yes. The basic eligible criteria requires a person to qualify NEET by clearing its cutoff. On after doing it, he will get a rank and be eligible for Counselling. But in reality, even private colleges cutoffs are much higher then that shown in cutoff. Qualifying marks are the minimum marks required to participate in Counselling not for admission.
