hi pubali,The seats from Central Pool of MBBS/BDS seats, maintained by seeking voluntary contribution from State Govts/Medical institutions are allocated to States/UTs which do not have any Medical/Dental colleges of their own and other categories mentioned below. The actual nomination of the candidates is made by the respective State Govts. or the concerned Departments as mentioned against each. The Ministry of Health & Family Welfare has no discretionary quota against which any candidate could be nominated. As such, the candidates are advised to approach the following concerned authorities for nomination against MBBS/BDS seats under the Central Pool.

And from more research i found some information written below.
Medical colleges at Kottayam and Kozhikode in Kerala, BRD Medical College in Gorakhpur and KG Medical College in Lucknow, UP and Lady Hardinge Medical College, New Delhi have reserved one MBBS seat each while Medical College in Alapuzha in Kerala, North Bengal Medical College in Darjeeling, BS Medical College in Bankura and Burdwan Medical College, Burdwan in West Bengal would allot two seats each.
For BDS, the Government Dental College, Aurangabad, Maharashtra and KG Dental College, Lucknow have reserved one seat each for the students of the Islands.

Really sir i agree that to get seat in 15% is very tough.
If you qualify NEET u can get admission in any private medical college in INDIA
If you secure a good rank, then every state should give
15 percent of the seats to the central pool with the help of that u can apply to every state but u should be present in the top 15 Percent of that college merit to secure a seat which is highly competitive

As I mentioned in another answer, in the case of states and Union Territories which do not have any or enough medical colleges, there is the provision of ‘Central Pool Quota’ seats in NEET. As per this, the Ministry of Health and Family Welfare has set aside seats in various Government medical colleges in the country for NEET qualified candidates from these states/UTs.
The beneficiary states and UTs are Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Andaman & Nicobar Islands, Dadra & Nagar Haveli, Daman & Diu and Lakshadweep Islands. Prominent Government colleges from other states such as Delhi, Rajasthan, Madhya Pradesh, Kerala and more offer reservations for candidates from these states.
Apart from this, various colleges located in the North Eastern region of the country including the Regional Institute of Medical Sciences in Imphal and NEIGRIHMS in Shillong also have seats reserved for candidates from their neighboring states in the North East.
Candidates from these states and UTs are also eligible to apply for seats under 15% All India Quota to the Government medical colleges of their choice provided they score the sufficient NEET marks.
So candidates from states not having medical colleges of their own needn’t worry as they have ample opportunities to apply for Government college seats in other states.
