Absolutely you will be able to seat in NEET PG
Because at the end you have cleared your all subjects.
No one can stop you except you.
But remember you have to study beyond your limits

Yes the candidate would be eligible. As the number of attempts doesn't matter
Ultimately have try passed or not is the final criterion of qualification.
