If anyone is getting package of 24lpa then will he/she get the same package every year till he/she do the job?

See... It depends on the company first of all that you are enrolled in and number two it depends on your performance. Usually the starting package goes on increasing once you start proving your worth to the company and show them why they need you. So give your best whenever given the opportunity and then you'll surely get an increment after 3-4 years of working.
