If hostel fee of Double seater -162000 Then it means in 2 person both have to give 162000 or both have to give half of 162000 ??

Generally the colleges fees that is mentioned is for one candidate, like you to pay the entire fees of 162000 as you mentioned above, irrespective of how many people stay in one room.
The division of rent or fees usually happens in PGs but not hostels.
If you still have doubts you can contact your respective college or hostel.
