If I accept the NIT seat after 7th round and pay the fees, and then I get alloted another seat from special round, will my fee get refunded?

No fees is ever refunded or reimbursed. Tbis is aa policy applied to the university. Its just for the sake of accepting what your merit jas led to the allotment of the particular college. However you may try your luck hard. In the special round when seat allotments are done then seperately colley would be allocated to why you need to confirm again as well.

Well, after you have accepted a seat in any NIT by paying the seat acceptance fee followed by documents verification in the alloted nodal center, then you may get your amount back only if you withdraw from the counselling process. Otherwise you have to get admitted into that college.
