If I accept the seat after 7th round then opt for special round but dont get branch of my choice after 2nd. Will I get special round refund?

No fees is ever refunded or reimbursed its paid just for the sake of confirmation to the seat that has been allotted to you. So you again need to pay the fee if some other College os being allocated to you in other rounds of counselling. Hope you get it. Good luck!
