Yes, its completely depends upon individual choice that someone wants to opt college or not no repurcussions are there.

No, Mop up is for only those who haven't got any seat till 2nd round. So, either you take up that college or else.....nothing. Your token money will also be not refunded as you have got a seat in 2nd round so it's better to take up the college(only if you want to).
