Yes. If you have not registered for round-1 for NEET-UG ALL INDIA QUOTA COUNSELLING, then still you are eligible for round-2 and for that you'll need to go for new registeration and make payments.

Yes you are eligible for second round directly as according to the rules setup by Medical Counselling Committee (MCC) which says that if you have missed the first registration than you can directly go for registration in second round of counselling. It is clearly mentioned in the FAQs ( Q.no. 14... Please Note...) given on the official website of MCC.
The fresh registrations for second round would be available before second round counselling, visit the website regularly to check out for registrations.
