If i am pcb student and i got 58.6% then what should i do other than neet ...??? Is biotechnology good option for me??

Yes, you can definitely take bsc in biotechnology. Even plain bsc (zoology, botany, microbiology etc) can be a good choice depending on interest. Taking btech in biotechnology (biotech engineering) is going to be very tough if you did not have maths in +2 and not all universities allow that.
