If I answer gate for 2 consecutive years and I get a different score in the latter attempt, which score is to be considered?

Hi ! Yes, if you get good marks in your second attempt, then the marks of 2nd attempt will be considered. It purely depends on which marks you are submitting for counselling because gate marks or rank has a validity of 3 years. So hope you understand and best of luck to you.
