if i belong to ews...but in the neet application form i forgot to mark it yes...can i be eligible if i submit it during counsilling time

No you can change it before the correction date ends. Correction date started from January 15 till January 31st. It will be difficult to say that you will be given ews during counseling , I think you won't be allowed to do that. So I request to change in correction window period to be on safer side.
