If I chose Delhi in all India quotas column,can I get seat through my home state in 85% quota as well as in Delhi in 15% quota in neet exam?

Yes, local is your state of domicile ie native and state of all India eligibility means your choice of state other than your local state.

One can only use one quota at a time.

If my selection not occur in all India quotas basis,can I get seat in my home state through state quota counseling???
