No, you cannot get into IITs directly irrespective of your percentile or rank in jee main.
This is because
Admission in IITs is completely on the basis of jee advanced. One just needs to qualify jee main to be eligible for jee advanced.
It's quite difficult to predict JEE mains qualifying cutoff to be eligible for JEE advanced examination as it keeps changing every year depending upon various factors like :-
*number of students that appeared in the jee main exam,
*kind of marks obtained by them ,
*toughness level of the jee main examination for different shift etc.

No, you cannot get any of the IIT for B.Tech course on the basis of JEE-Main percentile, you have to mandatorily appear for JEE-Advance in order to get admission to any of the IITs.
