I assume you want to know whether you get admission in one college and then you have to change the college so the fees will be deducted of the first college. So, yes not all but ofcourse a part of the fees will be deducted from a college and remaining will be refunded to you. Maximum 10% to 15% fees can be deducted and rest shall be refunded.

It is college's decision because when you leave the college their seat will be empty unless a new student takes admission to fill the seat.
