if i get jee main cutoff in jee main january attempt but can't get cutoff in april attempt 2019 then can i allow foe jee advanced 2019??

The best of the two will be considered. Since you have qualified in january, you will be allowed to appear for jee advanced.

The overall cutoff would be released after the JEE mains April session. After the normalisation if you would clear the cutoff of JEE mains, then you would be able to appear for JEE advanced.

If you have qualified in JEE mains examination in January attempt , but if you haven't qualified in April attempt , then you are eligible to write JEE advanced examination. NTA (National testing academy) will consider best of two score ,it will ignore lower score.
