In 28,000 rank in general category you would get CSE at NIT AP, NIT Manipur, NIT Mizoram, NIT Nagaland, NIT Srinagar only. It would be more easier for me if you text your HOME STATE in comment section.

No, you can't get CSE in NIT Kurukshetra even after having Home State Quota...
And can i get electrical in nit kurukshetra
