Dear Pramod, All India Counselling is conducted by DGHS on behalf of MCI and State Counselling is conducted by the respecrive State Authorities. And both arr individual abd different bodies conducting counselling for different quota of seats. And their document verification is also conducted in 2 different capacities. So even if you have completed document verification for All India Counselling, it is also important to attend Document verification for State Counselling as well.
