Yes, if you have not registered for the first round of Manipal counseling, you can still register for the second round. You will be able to register and fill your choice preferences in the second round, even if you didn't participate in the first round. You don't need to register again if you have already registered for the first round; you can just fill your choice preferences for the second round using your registered account.
