If I registered counselling for institution quota then can I fill choices (preferances) for state quota?

Before coming up to the difference between Institute quota and state quota seats you have to know about both of them individually- institutional quota or seats are the seats held by the college/Institution itself which means the desired candidate who wants admission in that particular College/Institute should visit college and then complete admission process by paying requisite fees.

State state quota refers to the entire colleges present within the state for which the local candidates are offered at home state reservation of about 75 to 85 percentage of seats in those colleges.
