Hope you're doing great. Coming to your question, YES, you will be considered a regular student if you take an year drop and bag a seat in the IITs through JEE Advanced. Coming to the next part, again a YES, you will definitely be eligible for all the scholarships and schemes excluding those which come with constraints or any terms as such.
