    Hello Aspirant,

    As the financial year in India starts from 1st April and ends on 31st March, your present certicate should be for the year 2019-2020 as your academic year is also 2019-20.And it must be issued by DIstrict magistrate/chief presidency Magistrate/Revenue Officer.Hope this is clear now.
