If I will get college through AIQ 2nd round but i want to wait for result of 2nd round of state{state-UP} counselling.

You should take the seat if alloted to you in ALL INDIA QUOTA 2nd round , if aftersometime you will get a good college through state counselling , you can withdraw the seat alloted through AIQ second round. Because without withdrawing , you cannot take your original documents back.
In UP , you will be eligible for UP rural institute of medical sciences , etawah because this had the closing rank of 24680.
