If in case in mock allotment seat is not alloted means in final allotment also seat will not be allowed or not?

As the name suggests, it is only a mock round for the merit list or seat allotment list. But the accuracy of this round is quite good and most of the times, it goes accurately.
But there is the case where there are some chances still available with candidates that they could get a seat but that is quite rare.
So hope for the positive but still keep a backup plan prepared in such case.
