If more seats gets vacant than can govt. as per the state lower the cutoff ateast for bds?

As your is you want to know that if somehow seats get vacant in Government University, then is there any chance of lower the cut off.

• The number of seats alloted in any round get completed but still there are seats left with the course then in the next next cutoff list the cut off downs below.
