If my all India rank in Shastra university at Thanjavur under stream 2 is 10475 and my Tamil Nadu rank under stream 2 is 1661 can I get ECE or EEE in round 3 or what are the courses will I get at round 3 ?

Not possible because ece and eee courses has high cutoff rank below 500 at sastra university.try in other streams like Civil, Mechanical, Biotechnology, Bioinformatics, Biochemical, or Electronics and Instrumentation Engineering (EIE) in Round 3 to get college of your choice.
Attend third counselling with change in your preferred list there are high chances that you may get one of these low cutoff ranks branch.
