if my fathers surname is Kumar in SC certificate and dinkar in all other documents then what will I have to do now?? It will create any issues during counselling and admission in neet exam

You can get an affidavit done and produce that. That will be a valid legal document of proof stating hat both the surnames belong to the same person. With that document in hand, you do not face any issue.
