If my friend being a regular student gets 79% in CBSE board and I get 84% being a private candidate. Who have the better chance of getting into a good college?

It's not a race of getting who will get a seat in best college.It's all about the Institute you choose and the performance you give.
.
If you both are going into college like Nizam,.you both of them will not be selected Because the College only entertain students who gets 90%.
.
If you both are choosing osmania university, obviously you will be given 1st preferance Because you have greater marks then your friend.
.
If you are choosing jubilee hills college, your friend will be given first preferences Because it's a CBSE college.
.
And last circumstance is if you both choose any private college you both have chances of being selected.

So, here you can see each Institute has there own Eligiblity criteria and preferances. So, it totally depends. Hope you understood
