Hi,
If your OBC NCL certificate is in process and not issued yet than you just have to write an undertaking that you will submit the certificate before the end date. If you will be filling the jee advanced form you will find the option there for signing an undertaking and you have to scan the copy of the undertaking.
There you will also find the end date till when you have to submit the certificate.
